I copied the attached photo from the front page of today's New York Times (Dec 13, 2008).
The article is titled "U.S. Training in West Africa Aims to Stave Off Extremists."
It reports that the photo was taken during an exercise using two USAF CV-22 Ospreys flown by Air Force Special Operations crews from Hurlburt Field, FL.
I submit that the Osprey is now fully operational.

So it wasnt operational when we the Marines deployed to Iraq with this aircraft is there any question that it is operational?
